Jakubauskas was born on April 14, 1930 in Waterbury (Conn.). He earned a B.A. (1952) and a M.A. (1954) in Economics from the University of Conn., and a Ph. D. in Economics from the University of Wis. (1965). He served in the U.S. Army, 1954-1956. Afterwards he worked as an economist for the U.S. Federal Power Commission and the U.S. Bureau of Labor Statistics, while periodically teaching Economics at Iowa State University and the University of Wis., 1958-1971.
